Objective

To provide expertise and services on human resources management and administrative matters to the Ethics Secretariat.

Functions

  • To provide strategic inputs to management on Administration and Human Resources Management issues such as Recruitment, Human Resources Development and Training, Promotion, Retention, Motivation, Performance Management and Welfare;
  • To ensure optimal management of Human Resources in the Ethics Secretariat;
  • To provide link between the Ethics Secretariat and the President’s Office Public Service Management on operationalisation of the Public Service Management and Employment Policy of 1998 and relevant Public Service Acts; and
  • To provide data support and up-date records on various Human Resources information.

The Division comprise of two Sections as follows;

  • Administration Section; and
  • Human Resources Management Section.

Administration Section

The Section perform the following activities:-

  • Interpret Public Service Regulations; Standing Orders and other Labour laws;
  • Facilitate employee relations and welfare including health, safety, sports and culture;
  • Provide registry, office records, messenger and courier services;
  • Handle Protocol Matters;
  • Facilitate security services, transport and general utility;
  • Facilitate general custodian services to include maintenance of office equipments, buildings and grounds;
  • Coordinate implementation of ethics and value promotion activities including corruption prevention education;
  • Implement diversity issues including gender, disability, HIV/AIDS etc and be the Ethics Secretariat’s Gender Focal Point;
  • Coordinate implementation of private sector participation in the Ethics Secretariat;
  • Coordinate implementation of Business Process Improvement in the Ethics Secretariat;
  • Advise on organizational efficiency of the Ethics Secretariat; and
  • Coordinate implementation of Client Service Charter in the Ethics Secretariat

Human Resources Management Section

The Section perform the following activities:-

  • Coordinate recruitment, selection, placement, confirmations and transfers for the Ethics Secretariat;
  • Facilitate Human Resource training and development (career, professional, skills enhancement) for the Commission including Cadres under the Ethics Secretariat;
  • Facilitate orientation/induction programmes for the new entrants;
  • Human resources planning to determine supply and demand needs for professionals under the Ethics Secretariat;
  • Salary administration and payroll processing;
  • Coordinate implementation of Open Performance Review and Appraisal System (OPRAS);
  • Process and update records of various leaves such as annual, sick, maternity, study and terminal;
  • Oversee employee benefits (pension, allowances etc) and entitlements;
  • Oversee services related to separation from the service (retirement, resignation, etc) ; and
  • Serve as a Secretariat to the appointment “Ad hoc Committee” of the Ethics Secretariat.

Ofisi ya maadili inafanya kazi na imewashughulikia viongozi wengi sana kupitia Baraza la Maadili ambalo pia liliendeshwa mwaka 2013 Novemba mkoani Tabora. Viongozi mbalimbali waliokuwa na tuhuma za ukiukaji wa maadili waliitwa kwenye Baraza na kuhojiwa na Baraza linatoa mapendekezo na kuyawasilisha mapendekezo hayo kwa Rais kwa ajili ya hatua zaidi za kinidhamu na kisheria kwa viongozi husika.

Kifungu cha 11(1) cha Sheria ya Maadili kimeainisha wazi mali zinazotakiwa kutajwa kuwa ni fedha taslimu, fedha zilizopo katika taasisi za kifedha kama vile benki, hisa, nyumba, mashamba, magari, mitambo na mali nyinginezo. Kiongozi anatakiwa kutoa tamko la mali anazomiliki yeye mwenyewe, mke/mume na watoto walio chini ya umri wa miaka kumi na nane. Fomu za Tamko la Rasilimali na Madeni zinatakiwa kujazwa kila mwaka na kiongozi hutumiwa fomu hizo na Ofisi ya Maadili na pia zinapatikana katika mtandao wa maadili yaani www.ethicssecretariat.go.tz. Sheria inamtaka kiongozi kutolea tamko madeni yake ili kuweza kujua kuwa kiongozi anamiliki mali zipi na pia kutambua kuwa amezipata vipi mali hizo ukilinganisha na kipato cha kiongozi husika. Kiongozi kuwa na mali nyingi si dhambi kwani hata Katiba ya Jamhuri ya Muungano wa Tanzania imetamka wazi kuwa kila raia ana haki ya kumiliki mali ila ofisi inataka kujiridhisha uhalali wa jinsi mali ilivyopatikana. Mapendekezo katika Katiba mpya yanasisitiza maadili kwa kutenganisha uongozi na biashara.

Wananchi wengi wamejijengea dhana kuwa bila pesa huwezi kupata huduma ya kiserikali kitu ambacho si kweli kwani huduma nyingi za kiserikali zinatolewa bure kabisa ila cha msingi wananchi wanatakiwa kutoa taarifa katika vyombo husika pindi wanapotakiwa kulipia huduma ambazo zinatolewa bure. Jamii inatakiwa kubadilika na kuamini kuwa si lazima kutoa rushwa ndipo upate huduma. Wapo wananchi wengi ambao walileta malalamiko kama hayo na Ofisi ya Maadili iliyashughulikia, hivyo wananchi wasisite kutembelea Ofisi zetu kwa ajili ya kutoa taarifa kama hizo.

Kutoa lugha chafu ni ukiukwaji wa maadili. Ndani ya Bunge kuna Kamati ya Maadili ambayo ipo kwa ajili ya kuwawajibisha wabunge wanaotoa lugha chafu. Sekretarieti ya Maadili ya Viongozi wa Umma kwa upande wake ilifanya semina kwa wabunge ili kuwakumbusha mipaka ya utendaji kazi na maadili kwa ujumla, na tangu wakati huo matumizi ya lugha chafu bungeni yamepungua kwa kiasi kikubwa.
